The mechanism of the relationship between the federal authority and the regional authority in light of the existence of the Islamic State (ISIS)

The relationship between the Baghdad government and the Kurdistan government of Iraq has been characterized by stability since the establishment of the Iraqi state in 1921 until now. Until the nineties of the twentieth century, the Kurds in northern Iraq had been marginalized by previous Iraqi governments. It is no secret to everyone that relations between Baghdad and Erbil have been strained since 2003 due to disagreements on several issues, including Article 140 and the disputed areas, the most important of which is Kirkuk. The year 2014 is considered an important turning point in the relationship between the two parties with the emergence of the Islamic State (ISIS), taking advantage of the deteriorating security and political situation in Iraq, accompanied by the extraordinary ability to recruit its members from inside and outside the Arab world, so that after the occupation of Mosul, it gained wide global attention. The agreement to eliminate the terrorist organization "ISIS" came as the beginning of the improvement of relations between the two parties and the joint cooperation between them, which created a political basis for the continuation of cooperation and dialogue on contentious issues even after the two parties got rid of ISIS in 2017. terrorist threat that the so-called ISIS organization created for all components of the Iraqi people from north to south, this threat was a reason for unifying goals and overcoming differences between the center and the region.
