Abstract

 This study contains information extracted from the German strategy، research centers، reports of official institutions، companies، and conferences. It summarizes the overall goals that Berlin aspires to achieve in the Middle East region، through the diversity of political-diplomatic، economic، cultural، and military goals، which cannot be achieved without possessing a set of tools that assist and facilitate the process of achieving these goals، It is a soft tool that brings influence and a good reputation and preserves its interests، especially humanitarian aid and development programs in which Germany has become a pioneer، and one of the countries in the world that spends the most on its projects، Going back to the period after World War II، Germany suffered from the consequences of Nazism and the genocides that created a bad image for it in the world، making it a hostage to the ongoing work since the 1950s until today to improve this image، in addition to the economic and military commitments it produced towards Europe، NATO and Israel، This has had a profound impact on the extent and nature of relations with Middle Eastern countries، particularly after the Arab Spring revolutions calling for democracy in 2011، and the increasingly complex landscape in the region. This has pushed Germany to pursue a pragmatic policy that seeks to achieve its interests despite its dealings with dictatorial regimes، and there are indications of this in human rights files، In addition to its interference in conflicts and supplying weapons to official and unofficial parties influential in regional issues (such as the Syrian crisis، the Yemen war، and support for Israel)، which contradicts its declared policies، such as human rights and support for democratic transition، Berlin is diversifying its tools in the region to compensate for this conflict or contradiction.
