Abstract

The emir is the head of the pyramid in the Kuwaiti political system based on the principle of flexible separation between the three legislative, executive and judicial authorities, as he heads the executive branch through the Council of ministers and the ministry responsible to him for the Public policies of the state of Kuwait, While the legislative authority works to legislate public policy laws and monitor the government's actions in implementing policies, the judicial authority monitors the constitutionality of legislated laws and decides on disputes resulting from the legislation and implementation of public policies, The mechanism of public policy-making in the state of Kuwait follows the stages of the public policy cycle," from the detection of the problem, the formulation of solutions, the legislation of public policies, their approval by the emir and the issuance of the necessary regulations for their implementation, to the supervisory and evaluative role exercised by the government and the National Assembly.
