Public Security Policies and Their Impact on Combating the Phenomenon of Drug Abuse: Iraq as a Model

Based on research, the terms "public policy" and "social security" are important and modern concepts. Due to their broad nature, there is no comprehensive and definitive definition for each ، Developed countries have given significant importance to these concepts and have focused on publishing related books and related ideas.
Public Policy in Iraq is the constitution, which clarifies how official bodies formulate and implement it. However, Iraqi public policy has faced many challenges, some related to the constitution, and others to the parliamentary system implemented in Iraq, which suffers from duplication and contradictions. There are also issues with the advisors close to decision-makers, who often lack competence. Solutions include amending certain constitutional articles, removing obstacles affecting the Iraqi parliamentary system, especially concerning the quota system and consociational democracy, and enacting key laws such as the Civil Service Law, Political Parties Law, and Oil and Gas Law.
Iraq's social security has faced many dangers and challenges, threatening the state's existence and leading to collapse and frustration, particularly after some Iraqi provinces fell into the hands of ISIS terrorist organizations. The causes of the collapse of the social security system were highlighted, including the quota system, terrorism, poverty, and unemployment. Mechanisms to address these issues include promoting citizenship, combating terrorism, strategic planning, addressing poverty, and tackling unemployment.
The spread of drugs in Iraq was summarized, pointing to the weakness of legal deterrents and punishments, the inadequacy of inspection and oversight processes, and the inability to control land and river borders. Various establishments, such as barbershops, liquor stores, and billiard halls, have contributed to the spread of drugs. Public policies to address addiction involve security institutions, with the Ministry of Interior playing a key role in combating drug dealers and promoters. Health institutions are vital for treating addiction cases and raising public awareness, while media outlets and civil society organizations must work to limit this scourge
