Abstract

     Since the dawn of the twenty-first century, a theoretical framework and an accurate conception have emerged regarding failed states, describing them as states in which the principles of human rights, justice and equality are absent, not to mention the spread of the phenomenon of political, administrative and financial corruption, accompanied by an atmosphere lacking legitimacy that has made them characterized by tension and deep conflicts, and raging with fierce disputes on the part of the conflicting factions. Libya is one of those countries that fall within the manifestations of a failed state as a result of political, security, economic and social reasons, not to mention factors related to the nature of the Libyan political change in 2011, while other factors have emerged related to the lack of an institutional structure or mature political elites that lead the settlement paths and achieve levels of stability.
