This study represents a rigorous endeavor to decipher the complex legal landscape in two of the world's most volatile regions regarding the erosion of legitimate rights: Lebanon and Palestine. Amidst intensifying regional conflicts and volatile international power dynamics, these two territories have transformed into an open arena for flagrant violations that strike at the core of Public International Law, specifically International Humanitarian Law (IHL) and International Human Rights Law (IHRL).
This research aims to delve deeper than a superficial monitoring of events by addressing several critical dimensions:
Analysis of the Nature of Violations: Examining systematic transgressions affecting civilians and vital infrastructure, and investigating how these regions have devolved into legal "grey zones."
Entanglement of Stakeholders: Given the multiplicity of actors—including sovereign states, armed groups, and regional powers—the study seeks to define the legal responsibilities incumbent upon each party in accordance with international treaties, most notably the Geneva Conventions.
Evaluating the Efficacy of International Law: The study interrogates whether international frameworks remain capable of providing minimum protection for civilians, or if a "culture of impunity" has prevailed due to institutional paralysis within the United Nations.
The strategic significance of this subject lies in its timing; the persistence of these violations does not merely jeopardize the stability of these two nations but undermines global peace and security as a whole. There is an urgent need today to establish a more profound understanding of the extent to which concerned parties adhere to—or evade—legal norms, and to propose mechanisms that restore the integrity of international charters designed to protect humanity in the direst of circumstances.
